Can a doctor prescribe medical cannabis in a telehealth visit in Colombia?

Yes. Resolution 1644 of 2026 allows prescribing medicines in teleconsultation, tele-expertise and tele-concept, with an electronic, digital or digitized signature and a record in the clinical history (art. 20).

Which kinds of telehealth allow prescribing

Teleconsultation, tele-expertise and tele-concept (Resolution 1644 of 2026, art. 20). Tele-guidance (teleorientación) does not allow prescribing (art. 10, par. 2).

The platform matters

The visit takes place on the health provider’s own platform, which must be licensed and have a security certification, and with your informed consent (arts. 7 and 24). WhatsApp and social networks do not meet those requirements (art. 24.5).

Controlled products: the official prescription is still on paper

Controlled medicines follow their own rules, «incluyendo el uso del recetario oficial cuando aplique», that is, including the official prescription pad where it applies (art. 20). The paper original has to reach the pharmacy, which keeps it (Resolution 1478 of 2006, art. 86).

An electronic official prescription is planned, but it depends on special regulation (Resolution 740 of 2024, art. 36). In 2026 the Ministry of Health restated that the official prescription pad is mandatory (External Circular 0019 of 2026, num. 4).

Check the provider

The provider must be listed in REPS with its telemedicine services (Resolution 1644 of 2026, art. 28.1), and the doctor in ReTHUS.

Does a WhatsApp consultation count?

No. Resolution 1644 of 2026 says WhatsApp and social networks do not meet the requirements for telemedicine (art. 24.5).

Is an electronic prescription valid for everything?

For products with less than 2 mg of THC per dose, yes. Controlled products are prescribed on the official paper prescription pad.
